Progression in PSHE and Citizenship: Musbury Primary School Involvement
All LEAs were invited by QCA to nominate a representative to attend a working group with the brief to explore progression from Foundation to Key Stage 1 in PSHE and Citizenship. Musbury Primary School, where Angela Parry has been trialling the Dansi Foundation and Key Stage 1 Packs was nominated by Gillian Feest. Carol Woodhouse, Chair of Governors and author of the Dansi Packs, and Angela Parry both attended the QCA working group in London on Tuesday 27th January 2004.
Ten LEA advisors and teachers representing Cambridgeshire, Hertfordshire, Manchester, The Wirral and Devon joined Jan Campbell of QCA to share their knowledge and expertise. Cambridgeshire and The Wirral had already started working on trying to develop progression statements and they shared their work with the working group. A separate QCA/DfES working group is also developing Behaviour Management statements/expectations for Foundation and Key Stage 1 and their work was shared.
Lack of compatibility between the Early Learning Goals, Key Stage 1 and the Behaviour Management expectations was aptly described by one member of the working group as nothing short of 'a dog's dinner'.
Scrutiny of the ELGs and KS1 expectations led to identificwation of four themes in both stages:
Myself
Myself and my family
Myself in the community
Myself and my relationships.
In small groups, the ELGs and KS1 expectations were matched to the above themes. The themes were not mutually exclusive and there was discussion about the overlaps, and those KS1 expectations which did not match to any of the above themes. The latter concerned healthy and safe lifestyles and it was agreed to exclude them at this stage from the matching process.
Finally, in small groups drafting progression statements for each of the above themes was tackled. Angela Parry and Carol Woodhouse took Myself and my relationships and taking the ELGs as a starting point drafted end of Year 1 and Year 2 statements. (These were finished oin the train between Waterloo and Axminster.)
The next stage of the work is for all the progression statements to be collated and returned to teachers and advisors to reflect on and verify through observation of pupils. QCA are paying two days supply cover to Musbury for Angela Parry to undertake this work. Carol Woodhouse will support her in this work.
In April there will be a second meeting of the working group at which the progression statements will be refined in light of the reflection and observation of pupils.
